Zitouna Tamkeen (ZTM) is a microfinance institution established in 2016, operating in the field of microfinance with the aim of contributing to the financial and economic inclusion of disadvantaged populations by adopting an economic empowerment approach through Islamic finance.

As part of the review of its strategy and the development of its business plan for the period 2023-2027, Zitouna Tamkeen has entrusted a consortium, of which our firm is a member, with the mission of defining its strategic plan for the period 2023-2027.

In order to support the objectives of the Government of the Republic of Tunisia in terms of ecological transition, the French Development Agency (AFD) finances, with the support of the European Union (EU), the SUNREF Tunisia program which aims to promote the implementation of public policies in terms of energy transition and environmental protection by contributing to the deepening and consolidation of the emerging market for green financing at the national level.

In this context, AMEF Consulting was selected to participate in the implementation of the technical assistance program in favor of 4 Tunisian banks for the development of their green project financing activity. (Energy Efficiency, Renewable Energy & environmental protection) through:

As part of the project “Strengthening the Tunisian Solar Market”, implemented by the German international cooperation agency GIZ, in partnership with the National Agency for Energy Management (ANME), it was hoped to improve know the impact of the COVID-19 crisis on photovoltaic (PV) installers in order to define the appropriate actions to support their recovery. It is in this context that this mission was entrusted to AMEF Consulting.

  • Development of a database of photovoltaic installation companies (IPV)
  • Conducted a survey of a sample of 30 LPIs covering the following topics:
  1. Inventory and assessment of the impact of the pandemic on the activity of IPVs
  2. Assessment of the interest of IPVs for the digitization of administrative processes and financial support for the implementation of PV projects
  3. Collection of feedback from LPIs on the relevance of the measures taken by the State to overcome the difficulties of the private sector
  4. Identify the needs of IPVs in terms of support for a rapid revival of their activity
  • Meetings with public, professional, and financial institutions related to IPV
  • Study of the measures put in place by the Tunisian Government in favor of companies affected by the Covid-19 crisis
  • Definition of recommendations and an action plan for relaunching IPV activities
  • Organization of an (online) workshop for the restitution and discussion of the results of the survey and the action plan to revive LPI activity

As part of a Tunisian-German cooperation program and to support the achievement of the objectives of the Tunisian Solar Plan (PST), the National Agency for Energy Management (ANME) seeks to set up a national pilot system for the development of financing of photovoltaic (PV) installations for non-residential use and for self-consumption. In this sense, the German international cooperation agency GIZ has mandated AMEF Consulting to support ANME in setting up such a device.

  • Organization and animation of a national seminar on PV financing for self-consumption and presentation of the PV financing pilot scheme project
  • Design of the PV financing mechanism, integrating a line of credit, a guarantee fund, investment premiums and a technical assistance facility
  • Meetings and negotiations with several international donors to solicit their interest in the PV pilot scheme and support its implementation
  • Meetings with banks and leasing operators to interest them in registering for the PV system as a local financial partner and identify their needs in terms of technical assistance and training
  • Carry out studies to better define and successfully set up and use the PV pilot system: market study; the opportunity to develop a secondary PV market
  • Definition of an action plan for promotion, awareness and communication on the pilot system
  • Definition of a training plan for employees of partner financial institutions in the PV system

As part of a Tunisian-German cooperation program and to support the achievement of the objectives of the Tunisian Solar Plan (TSP), ANME (Agence Nationale pour la Maîtrise de l’Energie) is seeking to set up a national pilot scheme for the financing of photovoltaic (PV) installations, for non-residential use and for self-consumption.

  • Development of the Project Quality Assurance Plan
  • Organizing and hosting a national seminar on PV funding for self-consumption and the presentation of the PV funding pilot project defined in previous missions
  • On the basis of a proposed PV financing scheme, incorporating a credit line, a guarantee fund, investment bonuses and a technical assistance facility, meetings, and discussions with several international donors to solicit their interest in the PV pilot scheme and support its implementation
  • Meetings with banks and leasing operators to get them interested in enrolling in PV as a local financial partner and identifying their technical assistance and training needs
  • Organizing a national seminar to launch the PV project funding pilot scheme
  • Conduct studies to better define and successfully implement and use the PV pilot device: market research; the opportunity to develop a PV secondary market
  • Defining and supporting the implementation of an action plan to promote, raise awareness and communicate on the pilot

To encourage Tunisian companies to use photovoltaics within the framework of the Tunisian Solar Plan, the German international cooperation agency GIZ and the National Agency for Energy Management (ANME) have asked AMEF Consulting to define a system pilot for the financing by leasing of PV projects for self-consumption.

This mission comes after a study on the possibilities of financing PV projects by leasing and which shows an interest on the part of certain leasing companies for the financing of PV projects.

  • Development of a study to identify the types of potential investors in PV self-consumption projects
  • Propose a methodology to estimate the volume of potential investments, financing needs and constraints
  • Proposals for recommendations to remove or reduce the technical, legal and regulatory constraints encountered by investors when leasing their PV projects.
  • Proposal of a guarantee fund and definition of its characteristics, in collaboration with the Tunisian Guarantee Company (SOTUGAR) and the ANME, for risk sharing on PV financing, development of a framework agreement for the management of this Fund and definition of its operating mode
  • Evaluate the on-line refinancing needs necessary for the pilot scheme in consultation with the ANME and the leasing operators
  • Meetings with international donors to identify those who would be interested in financing the proposed PV pilot scheme.
