Zitouna Tamkeen (ZTM) is a microfinance institution established in 2016, operating in the field of microfinance with the aim of contributing to the financial and economic inclusion of disadvantaged populations by adopting an economic empowerment approach through Islamic finance.
As part of the review of its strategy and the development of its business plan for the period 2023-2027, Zitouna Tamkeen has entrusted a consortium, of which our firm is a member, with the mission of defining its strategic plan for the period 2023-2027.

In order to support the objectives of the Government of the Republic of Tunisia in terms of ecological transition, the French Development Agency (AFD) finances, with the support of the European Union (EU), the SUNREF Tunisia program which aims to promote the implementation of public policies in terms of energy transition and environmental protection by contributing to the deepening and consolidation of the emerging market for green financing at the national level.
In this context, AMEF Consulting was selected to participate in the implementation of the technical assistance program in favor of 4 Tunisian banks for the development of their green project financing activity. (Energy Efficiency, Renewable Energy & environmental protection) through:

As part of the project “Strengthening the Tunisian Solar Market”, implemented by the German international cooperation agency GIZ, in partnership with the National Agency for Energy Management (ANME), it was hoped to improve know the impact of the COVID-19 crisis on photovoltaic (PV) installers in order to define the appropriate actions to support their recovery. It is in this context that this mission was entrusted to AMEF Consulting.

Development of a database of photovoltaic installation companies (IPV)
Conducted a survey of a sample of 30 LPIs covering the following topics:
Inventory and assessment of the impact of the pandemic on the activity of IPVs
Assessment of the interest of IPVs for the digitization of administrative processes and financial support for the implementation of PV projects
Collection of feedback from LPIs on the relevance of the measures taken by the State to overcome the difficulties of the private sector

As part of a Tunisian-German cooperation program and to support the achievement of the objectives of the Tunisian Solar Plan (PST), the National Agency for Energy Management (ANME) seeks to set up a national pilot system for the development of financing of photovoltaic (PV) installations for non-residential use and for self-consumption. In this sense, the German international cooperation agency GIZ has mandated AMEF Consulting to support ANME in setting up such a device.

To encourage Tunisian companies to use photovoltaics within the framework of the Tunisian Solar Plan, the German international cooperation agency GIZ and the National Agency for Energy Management (ANME) have asked AMEF Consulting to define a system pilot for the financing by leasing of PV projects for self-consumption.
This mission comes after a study on the possibilities of financing PV projects by leasing and which shows an interest on the part of certain leasing companies for the financing of PV projects.
